April 1st, 2005 marked a new era for labour relations in the federal Public Service as the new Public Service Labour Relations Act (PSLRA) became reality. Greater labour-management cooperation is at the heart of this new legislative framework.
The PSLRA established a new Public Service Labour Relations Board building on the former Public Service Staff Relations Board, an institution that was established in 1967 with the inception of collective bargaining in the Public Service of Canada. Under the new Act, the Board is vested with an expanded mandate consisting of three major components: adjudication , mediation, and compensation research and analysis .
