The ACE (Administration and Cost of Elections) Project is a veritable encyclopedia of electoral administration. It was created in English as an initiative of three eminent international organizations:
In accordance with the mandates of these organizations, the primary goal of the ACE Project is to promote democratic development in countries that do not necessarily have a long tradition of democracy. Canadians have played a leading role in the project. Canada's Assistant Chief Electoral Officer, International Services, contributed extensively to it in his capacity as an executive of International IDEA. Two former Elections Canada employees carried out the pilot project that validated the concept, and then participated in the research and writing, as well as in information technology and organizational aspects.
