Elections Canada: International: Administration and Cost of Elections (ACE) Project

The ACE (Administration and Cost of Elections) Project is a veritable encyclopedia of electoral administration. It was created in English as an initiative of three eminent international organizations:

  • the International Institute for Democracy and Electoral Assistance (International IDEA)
  • the International Foundation for Election Systems (IFES)
  • the United Nations Department of Economic and Social Affairs

In accordance with the mandates of these organizations, the primary goal of the ACE Project is to promote democratic development in countries that do not necessarily have a long tradition of democracy.

Canadians have played a leading role in the project. Canada's Assistant Chief Electoral Officer, International Services, contributed extensively to it in his capacity as an executive of International IDEA. Two former Elections Canada employees carried out the pilot project that validated the concept, and then participated in the research and writing, as well as in information technology and organizational aspects.

After the original English version was published, Elections Canada produced the French version with assistance from:

  • Canadian International Development Agency
  • Human Security Program, Department of Foreign Affairs and International Trade
  • International Development Research Centre
  • CODE Inc.
  • International IDEA
  • IFES
  • the Directeur général des élections du Québec

The ACE Project is accessible on CD-ROM or on its own Internet site.
