Carole Swan was appointed Associate Deputy Minister, Industry Canada, in September 2002.

Ms. Swan served as Associate Secretary of the Treasury Board for three years prior to joining Industry Canada.

During her career in the federal public service, Ms. Swan held other senior positions within the Treasury Board, and has worked in a number of departments and agencies including the Privy Council Office, the Office of Privatization and Regulatory Affairs, the Department of Regional and Industrial Expansion, the Ministry of State for Economic Development, Status of Women Canada and the Department of Communications.

Carole Swan was born in Winnipeg, Manitoba and holds a Masters degree in Economics and a Bachelors Honours degree in Economics, both from the University of Manitoba.
