The theme of this 40 page issue is the mobilization of knowledge across National Defence and the Canadian Forces (DND/CF). It celebrates knowledge management (KM) activities that are taking place and also addresses why the DND/CF clearly needs a more integrated and disciplined approach to manage what we know.
CDS Vision
Introduction
In February of 2005, the newly appointed Chief of the Defence Staff, General Rick Hillier, revealed his vision for the Canadian Forces to all general and flag officers at his first CDS Seminar in Cornwall. At that time he used a white board and marker, illustrating his vision as he spoke, with something less than inspired artistic talent! But it was effective, the logic compelling, the vision sound, and in so doing, he inspired the Canadian Forces senior leadership to make this vision their own.
Since then, Gen Hillier has refined the presentation, enlisted graphic support and created an electronic version which he has taken to men and women of the Canadian Forces and the Department of National Defence from coast to coast. The presentation discusses the security environment in which the world now finds itself, compares how the Canadian Forces is configured, as a default setting, to a security environment more suitable to the Cold War than to the one represented post September 11, then sets out a vision for the Canadian Forces to transform to meet the new security challenges as a fully integrated force that is relevant, responsive and effective. In short, a "Canada first" approach, utilizing all aspects of the CF, together, to generate that greater benefit for all Canadians in the years to come.
