Final Report: Review on Capacity to Deliver HRDC's Programs and Services
(Project no. 405/98, April 1999)

Audits and reviews are ongoing management tools used by HRDC to assess how it can improve the effectiveness of its activities and get better results.

  • The Review on Capacity to Deliver HRDC's Programs and Services was conducted to identify and more fully understand the issues related to how effectively we deliver HRDC programs and services to the client. This review involved a broad assessment of local and regional workplace pressures.
  • This review was approved as part of the annual Audit Plan. It was also discussed in June 1999 at the HRDC Service Delivery Steering Committee and by the National Management Board in September 1999. The report concludes that, overall, there was a moderate risk to departmental capacity to deliver services.
  • This material has been previously publicly released.

Management Response

  • The response to this review has been integrated into the Action Plan to improve the management of Grants and Contributions programs.
  • Specifically, the following actions respond to the review:
    • A commitment to re-priorizing our resources and expenditures on a yearly basis to ensure appropriate funding to key areas.
    • An annual review of all discretionary spending.
    • Resourcing models used to ensure balance in national and regional allocations.
    • Establishment of a National Grants and Contributions performance tracking group to monitor administrative improvements.
    • Commitment to training for employees on administrative practices.
    • Re-issuing and review of policy guidelines for employees.
    • Commitment to seeking adequate funding in all Treasury Board submissions.
