Review of Data Integrity
(Project no. 426/98, September 1998)
Audits and reviews are ongoing management tools used by HRDC to assess how it can improve the effectiveness of its activities and get better results.
- The objective of the 1998 Review of Data Integrity was to provide assurance to senior management of the integrity of some of the "national performance indicators" results in terms of accuracy, timeliness and reliability. Three programs were reviewed: Employment Insurance, Income Security Programs and Labour.
- This report was completed in September 1998 and discussed at the Audit and Evaluation Committee.
- This material has been previously publicly released.
Management Response
- The following results have occurred in response to the audit findings:
- The methodology for calculation of the Income Security Programs speed of service indicator was improved to eliminate bias.
- System improvements were implemented on the EI speed of service indicator to improve application processing and thereby improve indicator reliability.
- The Labour key performance indicator was replaced by the "disabling injuries incidence rate".
- On the speed of service of the Income Security Programs, account maintenance transactions were addressed as part of Income Security Program informatics technology renewal project.
- A departmental working group on performance measurement meets regularly to review and suggest improvements to performance information.
- A quarterly performance measurement report is prepared and reviewed by National Management Board members.
