Final Report: Sydney Special Audit
(Project no. 449/98, November 1998)

Audits and reviews are ongoing management tools used by HRDC to assess how it can improve the effectiveness of its activities and get better results.

  • The Coastal Business Opportunities project was audited in November 1998 as part of the overall TAGS project audits.
  • Because problems were identified on this particular project, a decision was made to conduct a special review which encompassed 11 other projects with the same sponsor. The coverage ranges from April 1996 to August 1998.
  • This audit was not intended to be a full audit of the Coastal Business Opportunities but an exploratory visit to determine with more precision the nature and the extent of the problem.
  • Portions of this file have been exempted pursuant to the Access to Information Act.

Management Response

HRDC responded to the recommendations of this audit:

  • The Nova Scotia region decided to implement the third option recommended by the audit, namely "to concentrate on eliminating present shortcomings".
  • The Nova Scotia region conducted a full review of best practices and shortcomings in the Nova Scotia region. The region also reviewed all monitoring procedures and has put new procedures in place to monitor all Nova Scotia projects.
