Audit Report: Audit of Eastern Arm Contribution Agreement
(Project no. 454/98, December 1998)

Audits and reviews are ongoing management tools used by HRDC to assess how it can improve the effectiveness of its activities and get better results.

  • HRDC's Internal Audit Bureau was asked to conduct an audit on a Job Creation Partnership contribution agreement with a Newfoundland Company, Eastern Arm Enterprises, for the period November 1996 to February 1998. The audit noted several areas in the approval and contract process that could be improved.
  • The audit did not recommend that an overpayment be established for the Eastern Arm project, but that lessons learned be shared with the Newfoundland Region project officers and managers.

Management Response

HRDC officials in Newfoundland have taken action on this audit:

  • The Newfoundland region has looked at weaknesses identified in this audit and have incorporated the lessons learned in new projects. Additional training has since been given to staff, new procedures are in place to ensure adequate consultation with local MPs on these projects and the audit's recommendations have been shared with HRDC staff.
