Appendix C: Selected Survey Responses


Overview: This Appendix contains statistical displays summarizing responses for key questions for three surveys conducted as part of this evaluation. Some questions from the Survey of Employers and the Survey of Unions which were used to create the overall indicator of compliance discussed in Appendix D are not summarized in the following tables. These questions were not designed to provide a precise measure of non-compliance on specific Code items, and can be misleading if not interpreted in the context of other responses from the survey (e.g. questions on severance pay must exclude employers with no terminations in 1996). Details on the overall indicator of non-compliance are provided in Appendix D, and other statistics may be obtained separately from this report.

Statistics: Most of the displays show the percentage of LAOs or employers or union representatives which gave a particular response or set of responses to the survey questions. Responses from employers are weighted to represent the overall population of Federally-regulated employers (generally as estimated to exist by LOIS), to be representative of compliance levels, industry, province and size. Survey responses of LAOs (a census survey) are not weighted. Nor are the more exploratory responses of union representatives weighted. Notes are provided with most of the tables.
