Program Objectives

  • Labour Market Partnerships is a measure used by Service Canada to encourage, support and facilitate human resource planning and labour market adjustments which are in the public interest.
  • This measure provides funding to assist employers, employee/employer associations and communities to improve their capacity for dealing with human resource requirements and to implement labour force adjustments. Labour Market Partnerships addresses labour market issues through partnerships.
  • The Labour Market Partnerships program is not intended to provide direct financial assistance to individuals who are unemployed or who are threatened by imminent job loss. Direct assistance to individuals is provided through other Employment Benefits and Support Measures such as Job Creation Partnerships, Skills Development and Self-Employment.

How does it work?

Duration

  • Projects may be approved up to a maximum of three years.
  • Renewals are made on the basis of performance and results achieved.

Financial Parameters

  • Funding may be provided to cover eligible costs such overhead, wages, employment related costs and eligible expenses.
  • Funding may be provided for capital costs to a maximum of $1 million per year.
  • All such costs must be essential to the achievement of project objectives.
  • Sponsors apply for contribution agreement funding. If approved, they may be reimbursed for eligible expenses that result in an improved capacity of employers, employee/employer associations and communities to deal with human resource requirements and/or implement labour force adjustments.

Who can apply?

Eligible Sponsors

  • Potential eligible sponsors are businesses, not-for-profit organizations, certain crown corporations, municipalities or provincial/territorial governments, band/tribal councils, public health and educational institutions.
  • Provincial government department or agencies are eligible to receive funding and act as coordinators of activities if specified in a federal/provincial/territorial agreement or Memorandum of Understanding or specifically approved by the Minister of Service Canada.

How do I apply?/How do I become a sponsor?

Labour Market Development Agreements

  • Human Resources and Skills Development Canada (HRSDC) has entered into agreements with most provinces and territories to define how the Benefits and Measures would be delivered in each region.
  • As a result, in New Brunswick , Québec , Manitoba , Saskatchewan , Alberta , the Northwest Territories and Nunavut , programs similar to the Employment Benefits and Support Measures are delivered by the provincial or territorial government pursuant to agreements under Section 63 of the Employment Insurance Act.
  • Service Canada (SC) delivers the Employment Benefits and Support Measures in Newfoundland and Labrador, Nova Scotia, Prince Edward Island, Ontario, British Columbia, and the Yukon. Contact the Service Canada Centre nearest you.
