To ensure that public money is well spent in pursuit of this mission, HRDC rigorously evaluates the extent to which its programs are achieving their objectives. To do this, the Department systematically collects information to evaluate the continuing rationale, net impacts and effects, and alternatives for publicly-funded activities. Such knowledge provides a basis for measuring performance and the retrospective lessons learned for strategic policy and planning purposes. As part of this process, the Department commissioned five formal evaluation studies on how Canadians adjusted to the 1994 UI reforms. These studies were performed by external academic subject-matter experts. Each evaluation represents a stand alone analysis of a specific topic. Bob Wilson Director
