Acknowledgement
Contracting-out has always been an important part of Human Resources Development Canada 's (HRDC 's) approach to evaluation. It allows for an objective and independent third-party approach to measuring program effectiveness. Over the years, HRDC has benefited from the expertise of numerous firms and individuals who have contributed through contracts to deliver significant studies in the Canadian evaluation field. We would like to thank Mr. Claude Létourneau of Consultants Vision Transition Inc. of Aylmer, Quebec for bringing together, in a summarized document adapted to the needs of evaluation officers, the numerous policies and guidelines related to contracting in the Canadian government.
