This report documents and analyses the findings of a pilot project designed to evaluate the impacts and effects of in-person representation of the Employment Insurance Commission in response to third-party representation at hearings into appeals against Departmental rulings. The report begins with a brief description of the background of the project followed by a summary of the issues and methodology. A presentation of the findings of the evaluation is followed by conclusions based on the evidence derived from the study.
