Introduction


Changes under EI reform affected many aspects of the old UI system. As part of the monitoring process, it is important to see what effect this may have had on the job transition process. This report covers Canadians who were hindered in their job search as a result of difficulties in finding the appropriate arrangements for daycare. Interest in this subject was motivated by the finding that single parents were the least able of all family types to maintain their consumption levels after the job transition process.

The report seeks to examine the extent to which the lack of daycare facilities leads to difficulties for those people who are seeking employment. This is made possible through a series of questions unique to the Canadian Out-of-Employment Panel (COEP) survey, which look at the issue of daycare and job search.
