5. Carrier Selection
Procedure must be followed. If other than the lowest Carrier is chosen, selection must be justified.

8. Basis of Payment
Hourly/statute mile rates are firm and must not be increased or decreased (unless discount is indicated) by the Carrier.

11.4 & 11.5 Government Property Insurance Coverage
Procedures must be followed when charter includes government property.

Purpose

The Air Charter Services electronic catalogue consolidates, for the convenience of users, all relevant information contained in the National Master Standing Offer (NMSO) for domestic and some international Air Charter Services. The standard procedures for calling-up these services and Identified Users authorized to make call-ups against a Standing Offer are described in the Terms and Conditions. Should there be any questions concerning the terms and conditions of the NMSO, or problems when attempting to arrange services against a Standing Offer, please contact one of the PWGSC Standing Offer Authorities or Regional Office Contacts identified in the contact us menu.

Scope of Services Offered

A National Master Standing Offer (NMSO) for the domestic Air Charter Services of Fixed Wing Aircraft (with a seating capacity of up to fifty (50) passengers), and Rotary Wing Aircraft (helicopters), from Bases of Operations across Canada, is put in place to satisfy the needs of Identified Users, authorized to use the NMSO, in the performance of their work.

The services offered herein are for locations across Canada. Identified Users located in any of the Provinces or Territories may use the services in any of the regions.

The conditions of the NMSO must not be modified, changed, altered or amended by anyone, including the Carrier or Identified User, without written instructions from the Standing Offer Authority.
