Transfer of Crown-owned Licenses - Surplus Software (Class 3)

  • PWGSC has established a central registry and marketing program for the transfer of surplus software licenses between government organizations.

  • When cost-effective, the transfer of Crown-owned licenses within and between government organizations, may be used as a procurement strategy.

  • The transfer of surplus Crown-owned licenses is possible where the licenses give the Crown the right to transfer.

Knowledge Exchange Service

Departments requiring new custom applications and other Information Management/Information Technology (IM/IT) solutions or knowledge can save time and development costs by learning from or re-using components of existing government-owned and developed software products.

PWGSC's Knowledge Exchange Service (formerly known as the Software Exchange) gives public sector organizations an opportunity to save by sharing, evaluating, re-using and/or upgrading existing Crown-owned software and IT-related documents or other intellectual property.

The Exchange is a free brokerage service open to all Canadian public sector organizations, offering a dynamic inventory of available solutions, which are provided to its clients free of charge and "as is". Many are common finance, human resources, materiel, assets, general management and office automation products, and apply to a wide group of government users. The Exchange can also provide leads on many other known solutions that are not directly available through their office, and offers federal clients direct access to expert IM/IT research and advisory services. Can't find or afford what you're looking for? The Exchange encourages and facilitates cooperative partnerships between organizations interested in sharing development costs and expertise to meet their mutual needs.
