Arrangements
Agency of Record Contract Award
The department of Public Works and Government Services today awarded
a contract to Cossette Media of Toronto, a division of Cossette
Communication Group, to act as the Agency of Record (AOR) for the
federal government's advertising media placement requirements. The
contract is a result of a national, open and competitive bidding
and evaluation process. The contract is for a three-year period
and contains two one-year extension options.
Considerable industry consultation was undertaken during the procurement
process for the AOR services, including a Letter of Interest and
a draft Request for Proposal, both of which are instruments to solicit
industry input. The final RFP for the AOR requirement was posted
on the Government Electronic Tendering Service, provided through
MERX.
Standing offers and Supply Arrangements for Advertising Services
Today, PWGSC awarded Standing Offers and Supply Arrangements for
the provision of advertising services. These contracting tools are
also the result of national competitive processes.

Arrangements could be used for medium dollar-value campaigns estimated
between $75,000 and $750,000 (including GST/HST), excluding the
media placement component, which is carried out by the AOR under
a separate Contract.
