Sydney Tar Ponds Environmental Assessment
Public Consultation on the Scoping Document
The Government of Canada and the Province of Nova
Scotia signed an agreement on May 12, 2004 to clean up the sites
of the Sydney Tar Ponds and Coke Ovens. Public Works and Government
Services Canada (PWGSC) is the lead federal department, and will
manage activities and decision-making with respect to the federal
environmental assessment (EA), and will exercise oversight and provide
technical advice to the project. Our role is to be an objective
and neutral partner. Other Responsible Authorities in respect of
the EA include Environment Canada and Transport Canada.
At this time, PWGSC is inviting public input to a
"scoping document" in support of determining the appropriate
environmental assessment track for the project in compliance with
the requirements of the Canadian Environmental Assessment Act.
The document discusses the scope of the assessment, the factors
and the scope of the factors to be considered, as well as the environmental
assessment methodology.

Release
From February 8, 2005 to March 9, 2005,
we invite the public to provide feedback on the scoping document
which proposes a road map for an environmental assessment.
Under subsection 22(1) of the Canadian Environmental
Assessment Act, the responsible authorities are requesting public
comment on the proposed scope of the project, the factors proposed
to be considered, the proposed scope of those factors and the ability
of the comprehensive study to address issues relating to the project.

Next Steps
After reviewing the public input, PWGSC, together
with Environment Canada and Transport Canada, will submit its findings
to the Minister of the Environment, who will decide whether the
assessment will continue by way of a comprehensive study or a review
panel.
