Wherever government is, Public Works and Government Services Canada (PWGSC) is there too, actively supporting key priorities in collaboration with more than 140 Government of Canada departments, agencies, and Crown corporations.

PWGSC's 13,000 employees are committed to finding innovative ways to deliver services smarter, faster and at a reduced cost, improving how the government does business. We work hard to ensure the highest levels of prudence, transparency and accountability in all that we do.

In helping the government better serve Canadians, we strive to achieve savings that can be reinvested in priorities such as health care, early childhood education, communities and the environment.

Bringing service, solutions and innovation to Canada, the United States and Europe, we are Public Works and Government Services Canada.

Procurement

PWGSC is the central purchaser for the Government of Canada, and we are the country’s largest public purchasing organization.

In 2004, we issued more than 42,000 contract documents worth $16.8 billion, including $5 billion for new Maritime Helicopters for the military.

We use electronic purchasing tools so that departments and agencies can order on-line, and we will soon be piloting a prototype for the Government of Canada Marketplace. This on-line purchasing tool will simplify the purchasing process, reducing the cost of transactions and providing accurate information on spending and commodities.

We've also taken steps to make it easier for Small and Medium Enterprises (SMEs) to do business with us. In 2005, we launched an Office of Small and Medium Enterprises, to help SMEs navigate the government procurement system, and to ensure the procurement system treats them fairly.

Real Property

PWGSC provides departments and agencies with real property services, such as office accommodation, property management, and architectural and engineering services. We manage $7 billion worth of government real property holdings. We also manage some 2,100 lease contracts with annual rents totaling around $710 million annually.

PWGSC provides safe, healthy, and productive working environments for almost 210,000 public servants in 145 departments and agencies in 1,840 locations across Canada.

We administer payments-in-lieu-of-taxes totaling about $407 million annually to about 1,300 local taxing authorities where Government of Canada departments and agencies own property.

We also provide professional and technical services (including innovative technological solutions developed through research) to departments and agencies for the acquisition, development, construction, management, operation, maintenance, repair, and disposal of real property.

Greening Government

PWGSC is also taking a leadership role in greening the operations of the Government of Canada.

We already have a strong record of sustainable development achievement and expertise. For example, between 1990 and 2003, we cut the government’s greenhouse gas emissions by 24%, by upgrading the energy efficiency of our office buildings. By expanding direct deposits, the government will save $86 million this year, and reduce paper consumption equivalent to 45,000 trees. We have also established more than 100 standing offers that include provisions for green goods and services.

The new Office of Greening Government Operations will be a government-wide centre of expertise and leadership on environmental issues, providing guidance on such issues as green procurement, green property management, recycling and waste management, and remediation of contaminated sites.

Telecommunications and Informatics

Our work in telecommunications and informatics extends to the management of 250 major software applications, five large-scale computer data centres, and three Government of Canada cheque production centres, handling 120 million mailings a year.

We also provide over $500 million in services to PWGSC and government operations in such areas as:

  • telecommunications network services to virtually all departments and agencies;
  • data centre and distributed computing services;
  • Secure Channel services;
  • application management and hosting;
  • messaging services handling some two million messages per month;
  • mobile and fixed satellite services to 30 departments across Canada; and
  • a growing portfolio of IT Shared Services.

Security and privacy are key priorities of on-line service delivery. Our electronic infrastructure for the Secure Channel gives Canadians safe high-speed access to on-line government services. The Secure Channel is a Government of Canada-wide initiative that enables government to provide on-line services with the required security and privacy safeguards, and to integrate internal and external services within the federal government, provinces and municipalities. Currently, more than 129 OGDs and other client organizations are connected to the Secure Channel network.

Receiver General and Compensation

As Canada's largest payroll and pension administrator, we provide public service pay, pension, and insurance services to 293,000 Government of Canada employees and 325,000 pensioners.

PWGSC handles $1.4 trillion in cash flows, including the issue of 230 million Receiver General payments each year. We make all banking arrangements for collection and disbursement of public money from the Consolidated Revenue Fund and control the movement of funds out of the federal government’s account at the Bank of Canada.

We also:

  • maintain the Government of Canada’s accounts,
  • prepare the government’s monthly statement of financial operations and produce the annual Public Accounts of Canada, and
  • reconcile, account for, and settle for all payments issued out of the Consolidated Revenue Fund.

Government Information

PWGSC supports its commitment to providing multi-access channels for government programs and services, by promoting these access channels and by coordinating the Government of Canada's Advertising, Public Opinion Research and Exhibitions programs.

Our Canada Pavillion exhibit has visited every province and welcomed over 5 million visitors since 2000. We manage the Government of Canada Publications Web site which contains over 100,000 titles.

Industrial Security

We help safeguard sensitive government assets and controlled goods to protect Canadians and our allies. We process upwards of 80,000 personnel security clearances annually and we have inspected over 5,800 sites where sensitive information is processed or held, and cleared over 2,800 sites to access controlled goods.

Standards

Standards and conformity assessment help to ensure that Canadians receive the best in products and services. The Canadian General Standards Board’s standardization and conformity assessment capabilities support the economic, regulatory, health, safety, procurement and environmental interests of government, private sector and industry.

As an active participant in the National Standards System of Canada, we offer a wide range of standards development services, including development and support to the development of International (ISO) standards, National Standards of Canada, specifications, and Government of Canada forms for a wide range of users (currently over 1,000 publications available).

We register and/or certify organizations and maintain lists of certified clients in the following Management Systems: Quality (ISO 9001:2000), Environmental (ISO 14001), Occupational Health and Safety (OHSAS 18001) and Food Safety (HACCP Advantage). We also administer certification and qualification programs and maintain approximately 30 lists of pre-qualified products and services, referencing some 300 companies in a number of subject areas.

Moving People and Goods

Cost-efficiency is a fundamental priority of government. As the overseer of the government's traffic services, including central freight, travel management, household goods removal services and transportation advisory services, PWGSC works to deliver the best value for money.

Each year, we save the Government of Canada over $125 million in airfare, accommodation, and car rental costs.

Disposal of Crown Assets

We dispose of moveable, surplus Crown-owned assets, handling approximately $35 million in sales during fiscal year 2004-05.

Seized Property

Each year we manage and dispose of roughly $35 to $45 million worth of property seized in connection with criminal offences. These assets earn annual net proceeds ranging from $10 to $20 million annually.

Translation

PWGSC's Translation Bureau is the linguistic and terminology standardization authority for the federal public service. We deliver nearly $200 million in linguistic services for colleague departments and agencies providing translation, interpretation, terminology and linguistic services in both of Canada's official languages, as well as in over 100 other languages, including many Aboriginal languages.

We produce bilingual glossaries on a variety of subjects and electronic terminology products, such as TERMIUM Plus® — the Government of Canada's linguistic databank which includes over 3.5 million records in official languages and approximately 100,000 Spanish records.

QUERIUM®, our electronic keyword search tool is linked to TERMIUM Plus®, enabling users to retrieve Web documents with greater ease and accuracy in both French and English.

Keeping our commitment to the needs of Canada's small businesses, we provide some 2,000 small and medium-sized linguistic firms with access to government contracts.

Consulting and Other Services

We deliver $100 million in management consulting, accounting, assurance, and audit services to federal departments and agencies across Canada, on an optional fee-for-service basis.
