Initiation refers to the action of a department submitting an IS request
to the Standard Payment System (SPS).
IS requests can be:
- Initiated by the creditor department – general rule
- Initiated by the debtor department – an exception
- Initiated by either department
Table 10 of Chapter 12 of the Receiver General
Manual, indicates which department should be the initiator
of an IS request.
