The External Advisory Committee on Cities and Communities (EACCC) line

Mandate

The EACCC’s mandate is to:

  • develop a long-term vision on the role that cities and communities should play in sustaining Canada’s quality of life;

  • provide advice as policies are developed related to cities and communities;

  • enrich the discussion of policy options by bringing regional and issue-specific expertise to the table;

  • advise the Minister of State (Infrastructure and Communities) on how best to engage provincial, territorial and Aboriginal governments in moving forward on the New Deal; and

  • complement communications efforts and public activities carried out by the Prime Minister and the Minister of State (Infrastructure and Communities).

Since the Committee’s creation, its members have been active in a number of ways to develop and advance the Government’s Cities and Communities agenda.

During an early meeting, the Committee crafted the following vision for Canadian communities thirty years hence that it continues to test with communities, experts and stakeholders across the country:

The Vision

Canadian cities and communities are sustainable places of exceptional beauty, neighbourliness and prosperity, rich in ideas, confidence, diversity, creativity and innovation, where all people are included economically, socially and politically.

Elaboration

Canada’s cities and communities will be models of environmental, economic, social and cultural sustainability, and they will:

  • sustain vibrant economies where all people can realize their full potential;

  • minimise their ecological footprint;

  • attract and retain talented people and encourage creativity and entrepreneurship;

  • foster respect for one another, inclusiveness, kindness and human dignity;

  • include new arrivals with grace and speed;

  • have buildings and public spaces that are beautiful and accessible;

  • build on their distinctive human, cultural, historical and natural characteristics;

  • ensure a civil and peaceful society for all people; and

  • be places where people take personal responsibility for the success of their community.

In addition to Committee work, several sub-committees focus on particular aspects of the Committee’s work:

  • Cultural Sub-committee

  • Economic Sub-committee

  • Environmental Sub-committee

  • Social Sub-committee

  • Large City Sub-committee

  • Mid-size City Sub-committee

  • Rural and Remote Communities Sub-committee

With transformation as a guiding principle, the EACCC has emphasized:

  • A long-term vision involving the “four pillars” of sustainability: cultural, economic, environmental and social.

  • Four priorities – a long-term vision, fiscal resources, a cities and communities’ lens on federal government activities and a new relationship among all orders of government and with civil society and industry.

  • The New Deal is for all communities – big and small. It is not a zero-sum game – what helps one part of the country will help the whole. Rural, remote and Aboriginal communities are as important to Canada’s future as are mid-sized and large cities.

  • The transition from status quo to sustainable cities and communities, over a 10-20 year period, will be a huge challenge and is one that requires strategic integrated community sustainability planning.
