It should be noted HRDC programs are not managed on the basis of constituencies, however, available departmental databases permit retrieval of project information by constituency. Interpreting the Data: Important Facts The Information Provided May Vary From Previous Public Information Releases The layout of information in the reports may vary from other reports released publicly in the past. HRDC now has a database that allows for the information contained in the reports to be based on information contained in the department's corporate financial system. While the corporate financial system is consistent with the Public Accounts of Canada, there may be some discrepancies with the actual funding received by recipients. These discrepancies may occur if adjustments to HRDC contributions are made after the fiscal year has ended. Some Transactions Are Listed As Negative Expenditures Negative expenditures may result from recoveries of overpayments or transactions that were originally miscoded and were corrected. Negative expenditures that result from the recovery of overpayments may have been recorded in the location where the revenue is received and not where the transaction originally took place. Therefore, the report by constituency may show recoveries in one constituency while the related expenditures originate in another. As well, coding corrections may cause a negative amount to show as a separate transaction from the one being corrected. The Data Provided Covers Only Those Programs Directly Administered By HRDC Payments made under fully devolved Labour Market Development Agreements (LMDAs) are listed as payments to the province or territory responsible for the delivery of programs. Through fully devolved LMDAs, the provinces and territories assume the responsibility for the design and delivery of active labour market development measures pursuant to Part II of the Employment Insurance Act. New Brunswick, Quebec, Manitoba, Saskatchewan, Alberta, the Northwest Territories and Nunavut have fully devolved LMDAs in place. The Data Provided Does Not Include Payments Made To Individuals Each project is identified by the organization to which HRDC made a payment under one of the department's grants or contributions programs. In those instances where the recipients are individuals, names have been removed and replaced with "Payments to Individuals", in order to protect their privacy. The Information Provided By Constituency Does Not Necessarily Reflect Expenditures In That Constituency Using the postal code of the funding recipient to identify the constituency does not necessarily reflect where the activity occurred. This is especially true for grants and contributions made to national organizations or other groups whose work is undertaken across Canada, an entire province, or another wide geographic area. Some Transactions Listed In The Reports By Program Are Not Listed In The Reports By Constituency Most transactions are generated directly through HRDC's corporate financial system. However, some data may be entered into other departmental systems or another department's system before being uploaded into HRDC's corporate financial system. This is particularly true for payments to individuals made under certain programs. Due to the large volume of transactions, some details are excluded when the information is uploaded from another system. As a result, this makes it impossible to link some individual payments to a particular constituency when information is extracted from HRDC's corporate financial system.
