COMMUNITY ACTION PARTNERSHIP PROGRAM (CAPP)
Halifax / Moncton -- The Canadian Coast Guard (CCG) in
the Maritimes Region wishes to advise community groups, environmental
groups, and organizations that the Community Action Partnership
Program (CAPP) is alive and well in the Maritimes Region, and
also take the opportunity to invite other community groups to
participate in the CAPP Program.
The program coordinator, in cooperation with a number of Federal
and Provincial Departments, and Response Organizations, is presently
implementing the Program in the Maritimes Region that will allow
coastal communities to gather the information needed for a community
contingency plan to deal with marine oil spills. CAPP means that
the communities will have a defined role to play in response for
the first time. It is not the intent of the CAPP program to delegate
the communities as the main response organization, or to replace
the existing response communities (Canadian Coast Guard, Environment
Canada, Provincial DOE's, and Response Organizations), but to
become part of the overall response team.
The overall goal of the CAPP Program is to develop a database
of volunteers in coastal communities who will:
- develop community contingency plans (listing local resources
that could be utilized in the event of a response;
- identify community site sensitivities and map them (will
allow individual communities to indicate their own priorities
for response efforts);
- generate interest in hosting training sessions which would
provide the on scene commander with a trained base of community
volunteers to draw upon;
- have within the community volunteers who can take preventive
action while waiting for government or industry personnel and
their resources to arrive.

information on the CAPP Program may contact the coordinator.
