Human Resources

This section contains information on initiatives for federal-provincial-territorial cooperation in such areas as funding of postsecondary studies, training, the labour market and status of women.

Funding of postsecondary studies

Through its spending power, the Government of Canada contributes to the funding of postsecondary studies, through the Canada Student Loan program and the Canada Millennium Scholarship Foundation, for example:

Lifelong Training

The Government of Canada is also a partner in continuing training. In 1996, it established the Office of Learning Technologies within Human Resources Development Canada. The Office works with its partners, including provincial and territorial government bodies, to expand continuous learning opportunities through technology.

Labour market

Labour market development

Since 1997, labour market development agreements have been concluded by the Government of Canada and the provinces and territories, except Ontario. The provinces and territories thus assume responsibility for the implementation of active employment measures funded through the Employment Insurance Account.

Labour mobility

The Government of Canada works with the provinces and territories to eliminate barriers to labour mobility. Chapter 7 of the Agreement on Internal Trade (PDF) (which was concluded on July 18, 1994, between the federal, provincial and territorial governments and came into effect on July 1, 1995), addresses labour mobility. The Forum of Labour Market Ministers, through the Labour Mobility Coordinating Group, is charged with the implementation of the Labour Mobility Chapter.

Labour:  Agreements and Organizations

Status of women

Federal, provincial and territorial ministers responsible for status of women meet annually to address issues affecting women.
