Stephen Owen

Stephen Owen was elected as a Member of Parliament in November 2000 and re-elected in June 2004. He was appointed to Cabinet in January 2002, and is currently the Minister of Western Economic Diversification and Sport. He has previously served as Secretary of State for Indian and Northern Affairs, Minister of Public Works and Government Services and Receiver General of Canada.

Prior to his election, Mr. Owen was a professor of law and public policy and director of the Institute for Dispute Resolution at the University of Victoria, as well as commissioner of the Law Commission of Canada. He has also served as Deputy Attorney General, Commissioner of Resources and Environment, and Ombudsman of British Columbia.

Mr. Owen received a bachelor of laws degree from the University of British Columbia, a master of laws degree from the University of London, and a master of business administration degree from the University of Geneva.

Mr. Owen has been an advisor to numerous governments and international institutions in Southeast Asia, Africa, Eastern Europe and Latin America on issues of human rights, conflict resolution, environmental sustainability and governance.
