Establishing the International Network on Cultural Policy (INCP)
In June 1998, Canadian Heritage Minister Sheila Copps invited culture Ministers
from around the world to attend an international meeting on cultural policy
in Ottawa. At that meeting, Ministers established the International Network
on Cultural Policy (INCP). And today, the INCP Liaison Bureau is housed in the
Department of Canadian Heritage's International Affairs Branch.
- "The INCP was born out of an idea to create an informal, international
venue where national ministers responsible for culture could explore new and
emerging cultural policy issues and consider integrated ways to promote cultural
diversity in our increasingly globalized world."
"The INCP aims to strengthen cultural policies to enable governments, together
with civil society, to create an environment that values diversity, creativity,
accessibility and freedom".
"INCP members are examining the growing importance of cultural diversity
and identity in an increasingly globalized world. Globalization - through
the increasing mobility of people, trade liberalization, new communications
technologies and industry consolidation - is highlighting the importance
of cultural diversity within and between states. While globalization offers
great opportunities for cultural expression, it also poses fundamental challenges
to governments, civil society and the private sector in nurturing this diversity.
The policy challenge is to find the means to remain open to the best the
world has to offer, while nurturing domestically rich and diverse cultural
expression."

Canada's Involvement in the INCP
The INCP was founded in Canada in 1998 following the International Meeting
on Cultural Policy in Ottawa under the leadership of the Minister of Canadian
Heritage and our leadership role continues:
- Canada is a member of the Contact Group of Ministers - a group of nine Ministers
who provide direction and leadership to the Network.
- Canada chairs the Working
Group on Cultural Diversity and Globalization, which is looking at the
key challenges facing cultural diversity at domestic and international levels
and has been charged with the creation of a draft text on a New International
Instrument on Cultural Diversity.
- Canada participates in the Working Groups and Special Policy Research Teams
(SPRT), including the Working Group on Cultural Heritage, the Working Group
on Broadcasting and the Global Environment, the SPRT on Media Issues and the
SPRT on Governance Issues.
- Canada currently hosts the INCP Liaison Bureau which serves as Secretariat
to all INCP members.
Ministerial Meetings of the INCP
Besides ongoing cooperation among cultural officials of INCP member states,
the INCP holds annual Ministerial meetings where national Ministers of culture
meet to discuss relevant cultural policy issues.
