Canadian Implementation

OVERALL COORDINATION

Canadian implementation of the Canada-Chile Agreement on Environmental Cooperation (CCAEC) is coordinated on behalf of the Government of Canada through Canadian National Secretariat. The Canadian Secretariat is located at Environment Canada, 10 Wellington Street, Hull, Quebec, K1A 0H3.

The Canadian National Secretariat coordinates and manages federal and provincial involvement in activities of the Canada-Chile Commission on Environmental Cooperation (CCCEC).

Since the entry into force of the Canada-Chile Agreement on Environmental Cooperation, the National Secretariats have undertaken a series of concrete administrative and legal actions to begin implementing the Agreement

These actions have included;

  • Establishment of the National Secretariats in Canada and Chile
  • Designation of the Executive Secretaries to administer the Secretariats.
  • First annual regular session of Council held in Santiago, Chile, November 9, 1998
  • First meeting of the Joint Public Advisory Committee
  • Council approval of procedures and Codes of Conduct for the Commission and related bodies.
  • Council approval of Guidelines for Submissions on Enforcement Matters
  • Establishment of National Secretariat Websites in Canada and Chile

Federal Participation

At the time of signing the Canada-Chile Agreement on Environmental Cooperation, Canada agreed to be bound only for matters within the federal jurisdiction. Canada also committed to make its best efforts to make the Agreement applicable to as many provinces as possible. Participation by the provinces is important in order for Canada to fully take advantage of the benefits of the Agreement.

Annex 41 of the Agreement sets out the extent of obligations and the terms by which Canada must make its best efforts to make this Agreement applicable to as many provinces as possible.
