Public-Private Partnership (P3) Office

Mandate - Welcome to the Public-Private Partnership (P3) Office. Our mandate is to increase awareness of public-private partnerships by providing a centre of knowledge and expertise on P3 issues.

The P3 Office is an initiative of the Service Industries Branch of Industry Canada, whose mandate is to foster competitive, knowledge-based Canadian service industries. Canadian services firms in sectors such as engineering, architecture, construction, legal, and management consulting can provide cost-effective, innovative solutions for public infrastructure and services by way of public private partnerships. Done the right way, P3s offer promising new business opportunities for Canadian services firms.

The Office is organized into four principal sections:

Our Products - Check out the guides and tools we have developed to help you learn more about, assess the appropriateness of, and successfully undertake P3 projects.

About P3s - This section provides information on what P3s are - and what they are not - with both definitions and common misperceptions. It examines why P3s can be a solution for infrastructure and service delivery; identifies keys to success; and it highlights Canadian experiences. This section concludes with a glossary of essential terms for understanding P3s.

The P3 Process - P3s can be conceptualized as having three principal phases: planning, procurement/bidding, and contract management. This section provides guidance and resources for both public and private sector entities considering P3s.

Resource Centre - This section offers a repository of studies, tools, products, and business guides offered by Industry Canada and others. It offers links to other relevant organizations and websites, as well as key contacts in the field.

The P3 Office has been developed through an ongoing process of consultation with the public and private sectors in regards to the development and financing of capital projects and related services delivery.
