Framework for Spectrum Auctions in Canada

In August 1997, Industry Canada initiated a public consultation process on auction implementation issues with the publication of Canada Gazette Notice DGRB-003-97 announcing the availability of a document entitled Consultation on Issues Related to Spectrum Auctioning.

After reviewing the input received and analysing other administrations' spectrum auction experiences, the department outlines in this document the general framework that it expects to follow for any spectific spectrum auction that may be held in the future.

The framework document was first issued in August 1998 and outlined the approach that Industry Canada would take whenever spectrum is assigned by auction. Industry Canada has since assigned spectrum licences through an auction process for the 24 and 38 GHz spectrum in November 1999, and for PCS 2 GHz spectrum in January 2001

In this revised paper, the Department updates the general approach that the Department expects to take for any future spectrum auctions that may be held in Canada.
