The Forum on ICTs and Gender: Optimizing Opportunities recently held in Kuala Lumpur, Malaysia strove to promote greater awareness of the gender-related barriers that exist in developing and developed countries around the world. More than 300 participants from 61 countries — representing all continents — participated in the meeting. The International Development Research Centre (IDRC) sponsored a dozen Latin American, Asian, and African information and communication technologies (ICTs) activists as participants. The Forum’s declaration and recommendations are available on the Global Knowledge Partnership (GKP) Web site. These documents were crafted as a formal contribution to the WSIS (World Summit on the Information Society) process.

In addition to financial and organizational support from IDRC the meeting was supported by the Asian Pacific Women's Information Network Center (APWINC), the Asia-Pacific Telecommunity (APT), the Canadian International Development Agency (CIDA), the Commonwealth of Learning (COL), the Global Knowledge Partnership (GKP), the Government of Malaysia, the International Telecommunications Union (ITU), the Information for Development Program (infoDev), the Swiss Agency for Development and Cooperation (SDC), the United Nations Economic and Social Commission for Asia & the Pacific (UNESCAP), and the United Nations Educational, Scientific and Cultural Organization (UNESCO).
