Job Summary

The Director of the Partnerships and Business Development Division (PBDD) is accountable to the Vice President of the Program and Partnership Branch for providing strategic intelligence and donor partnering services to ensure adequate access to cost-effective external resources (circa $30-35 Million) for the benefit of our Programs and IDRC’s recipient partners.  The Director also coordinates IDRC’s institutional relationships with approximately 25 strategic development partners in Canada and internationally: bilateral and multilateral development institutions, foundations, and the private sector.

Primary Duties or Responsibilities

Strategic Partnerships and Resource Expansion (50%)
• Plays a role, in collaboration with Program and Regional Directors, in identifying new opportunities for strategic donor partnerships and resource expansion and in designing and implementing the Centre’s resource expansion plans, either through co- or parallel funding.
 
• Ensures the integration of strategic partnerships and resource expansion with the Centre’s Corporate Strategy and Program Framework (CSPF), notably by confirming program fit with the Vice-President, Directors and Program heads.
 
• Ensures timing and relevancy to external funders of IDRC’s proposals. Provides quality control and training to POs on such proposals. Participates in external funding negotiations as appropriate.
 
• Manages the professional, technical and support staff in the Division, both in Ottawa and in the regions, and assures responsibility for recruitment, assignment, orientation, performance appraisal and professional development in consultation with the Vice-President, Directors and Program heads.
 
• Ensures the A-B-C cost structure is followed in partnership budgets with adequate indirect cost recovery, as jointly determined by the VP-PPB and VP-RB. Provides quality control and training to POs in the preparation of budgets for donors.
 
• Coordinate strategic partnerships and resource expansion across the Centre, including preparing a three year rolling external funding forecast, the first year forecast, inter alia, for PWB preparation.
 
• Provides focused donor landscaping by institution, theme or country/region.

Program Planning and Development (30%)
• Contributes to developing and monitoring the Corporate Strategy and Program  Framework, and the annual Program of Work and Budget with respect to the partnering dimensions.
 
• Contributes as a Member of the Branch Management Committee to ensure effective and timely information sharing and discussion amongst Directors of Program Areas, the Director of the Special Initiatives Division and the Branch VP.
 
• Obtains, synthesizes and communicates strategic and partnership intelligence and promotes its effective utilization in the design and execution of the Centre programs.
 
• Contributes to special Canada-driven initiatives housed at IDRC as a result of formal summit processes.
 
• Manages the design and delivery of the Centre’s Capacity Building in Resource Mobilization project.

Management within the Program Matrix (10%)
• Serves as a member of the Centre’s Branch’s Performance Review and Assessment System.

• Interacts regularly with RDs and colleagues in the Branch and the Policy and Planning Group to strengthen the coherence of IDRC’s overall program, specifically in relation to externally funded projects and programs.
 
• Contributes to policy development, planning, management and evaluation of program and administrative activities at the corporate and regional levels.

Dissemination/Closing the Loop (5%)
• Actively leads, promotes and supports activities that increase the awareness, understanding and scaling-up/replicating  research outcomes  by donor partners.

Representation (5%)
• Acts, upon request, as the President’s or VP’s representative at national and international fora.
 
• Represents and advances IDRC’s views and interests at international agencies and other major donors.

Job Knowledge

Education
MBA, MPA or equivalent in a field directly related to the issues encompassed by Partnering and Business Development.

Experience
A minimum of 10 years of professional job-related experience in international development, preferably in social research and research management.

Experience in management, including the management of human and financial resources.

Experience in the management, budgeting, negotiation and administration of proposals.

Experience working in a developing country.

Candidate Profile

Proven partnering, business development and leadership skills.

Problem solving skills and capacity to structure complex institutional arrangements and joint projects/programs.

Knowledge of the policies and programs of major international agencies relating to the three (3) Program  Areas and of peer partnering and resource mobilisation divisions.

Ability to present IDRC’s interests and activities effectively and persuasively at senior organisational and international levels.

Excellent interpersonal skills and ability to create and maintain a team environment in the context of shared accountability.

Ability to communicate effectively, orally and in writing, in a variety of cultural settings and in different fora, awareness and sensitivity towards individual and cultural differences.

Ability to work under the pressure of tight deadlines and resource challenges.

Tact, diplomacy, discretion, dependability.

Language:
This is a bilingual imperative position (English - French) at the following levels in the four skills of the second official language:
