COPING WITH CAPITAL SURGES The Return of Finance to Latin America Edited by Ricardo Ffrench-Davis and Stephany Griffith-Jones IDRC/Lynne Rienner 1995 ISBN 0-88936-750-7 220 pp. In the wake of the debt crisis, the massive and unanticipated return of voluntary lending to Latin American countries is an issue of pressing importance in international finance and for Latin America. Coping With Capital Surges responds to the urgent need for research on this topic. Case studies from Mexico, Chile, and Argentina compare the macroeconomic measures that can be taken to make the benefits of these often volatile capital flows sustainable in the long term. The authors also examine in depth the scale, features, and motivations of investment and lending in North America, Europe, and Japan. THE EDITORS Ricardo Ffrench-Davis, a Chilean economist, is postgraduate professor of international economics at the University of Chile, and principal regional advisor of the Economic Commission for Latin America and the Caribbean (ECLAC). Stephany Griffith-Jones is a senior fellow at the Institute of Development Studies, Sussex University. She has written widely on international finance, most recently on financial sector reform in transitional economies. CONTENTS
