Douglas Horton is an evaluation specialist with ISNAR and leader of the ECD Project. Prior to joining ISNAR, for 15 years he was head of the Social Sciences Department of the International Potato Center (CIP) in Peru. Dr Horton completed his MSc degree in Agricultural Economics at the University of Illinois and holds a PhD from Cornell University in Economics. His published work includes books, articles, and training documents on management, evaluation, capacity development, and the role of the social sciences in research and development.

 

Anastasia Alexaki served as evaluation specialist at ISNAR responsible for coordinating the ECD Project. Before joining ISNAR, she engaged in research, training, and advisory work in Peru on environmental management for the World Health Organization and the Dutch Institute for Housing and Urban Development Studies, among others. She holds an MSc in Environmental Management at the University of Amsterdam in the Netherlands, and has authored several reports, articles, and papers on environmental management issues as well as on evaluation and capacity development.

 

Samuel Bennett-Lartey is Director of the Plant Genetic Resources Center in Bunso, Ghana. He holds an MSc in Botany from the University of Cape Coast, and another in Plant Genetic Resources Conservation and Utilization from the University of Birmingham. He also holds a PhD in Crop Science from the University of Ghana.

 

Kim Noële Brice provides consulting services in strategy development, evaluation, writing, and editing for development organizations. She specializes in media development and human rights and democracy building. Prior to consulting, Ms Brice worked with the Open Society Institute (OSI) and other human rights and development organizations. Ms Brice established OSI’s foundations for southern and West Africa and oversaw their overall program development as well as their media support program. She holds an MA in International Relations from Columbia University in New York.

 

Dindo M. Campilan works for the International Potato Center (CIP) as a social scientist and coordinator of the UPWARD network in Los Baños, the Philippines. He holds a PhD in Communication and Innovation Studies from Wageningen University in the Netherlands. Prior to joining CIP, Dr Campilan worked with the Philippine Root Crops

Research and Training Center and the International Institute of Rural Reconstruction. He has written on participatory research, monitoring, and evaluation, as well as sustainable livelihood development.

 

Fred Carden is a Senior Program Specialist in the Evaluation Unit of IDRC. Prior to joining IDRC, he held several research, coordination, and advisory positions at York University in Canada and for the University Consortium on the Environment. He holds an MA in Environmental Studies from York University and a PhD from the University of Montreal with a focus on the management of institutional and organizational relations. Dr Carden is author of several books, manuals, and reports on development, management, and evaluation and has taught extensively in Canada and Indonesia.

 

José de Souza Silva is a Senior Research Officer at ISNAR where he works as Manager of the New Paradigm Project network for institutional innovation in Latin America, based in San José, Costa Rica. Dr de Souza Silva holds a PhD in Sociology of Science and Technology. Before working with ISNAR, he was the Head of the Secretariat for Strategic Management of the Brazilian Public Corporation for Agricultural Research, where he managed its process of institutional change. His published work includes several books on development and related management issues.

 

Le Thanh Duong is Deputy Director of the Mekong Delta Farming Systems Research and Development Institute of Can Tho University in Viet Nam. He also serves as Senior Lecturer at the University, and heads the Department of Biodiversity Development and Conservation. Mr Duong has written a number of publications on rice farming systems and agricultural resource management. He is currently a PhD candidate at the University of Agriculture and Technology in Tokyo, Japan, and holds an MSc in Agronomy Engineering from Can Tho University.

 

Ibrahim Khadar is Manager for Planning and Corporate Services at the ACP-EU Technical Centre for Agricultural and Rural Cooperation (CTA) in Wageningen, the Netherlands. He is an agricultural economist and information specialist who has held a variety of management and program coordination positions at CTA and the UK-based CAB International. He holds a BSc (Honours) Economics degree from the University of Sierra Leone and a PhD in Agricultural Economics from the University of Montpellier in France.

 

Albina Maestrey Boza is a specialist with the Science and Technology Division of Cuba’s Ministry of Agriculture. Dr Maestrey is also a member of the Coordination Team of Strategic Management of Organizational Change in the National System for

Science and Agrarian Technological Innovation (SINCITA). She holds a PhD in Agronomy from the National Institute for Agricultural Science at the Agrarian University of Havana. Dr Maestrey has been a participating member of ISNAR’s New Paradigm Project since 1996 and has published several reports and papers on SINCITA’s change processes and the impact of organizational self-assessment.

 

Imrul Kayes Muniruzzaman is the Director for Social Development, Advocacy, and Training of the Bangladesh-based NGO Rangpur Dinajpur Rural Service (RDRS). Mr Muniruzzaman has over a decade of experience working in United Nations organizations and European Union-funded rural development projects in Bangladesh, which involve training, strategic planning, and human resource development, as well as organizational strengthening and organizational change management. He holds an MBA from Dhaka University’s Institute of Business Administration.

 

Jocelyn Perez served as Director of the Northern Philippine Root Crops Research and Training Center attached to Benguet State University (BSU) until January 2001. Ms Perez gained her MSc in Agriculture specializing in Plant Pathology from the University of the Philippines in Los Baños and in Entomology from BSU. She currently teaches in BSU’s College of Agriculture. Ms Perez has written several reports, articles, and academic papers on sustainable crop protection and integrated pest management.

 

Matilde Somarriba Chang, until mid-2002, was Dean of the Faculty of Natural Resources and Environment (FARENA) of the National Agrarian University in Managua, Nicaragua. Ms Somarriba Chang has worked for Nicaragua’s Ministry of Environment and Natural Resources and taught extensively on water and soil conservation as well as participatory watershed management. She holds an MSc in Agronomy from Texas A&M University.

 

Ronnie Vernooy is a senior program specialist at Canada’s International Development Research Centre (IDRC). His current work focuses on Southeast Asia (China and Viet Nam), Central America, and Cuba. He received his PhD in the Sociology of Rural Development from the Agricultural University of Wageningen in the Netherlands in 1992, and joined IDRC the same year. He has written several publications on participatory natural resource management and participatory monitoring and evaluation.

 

Jamie Watts is Impact Assessment and Evaluation Specialist at the International Plant Genetic Resources Institute (IPGRI) in Rome, Italy. She holds a BSc in Ecology from Colorado State University and an MA in International Relations from St John’s

University in Rome. Prior to joining IPGRI, she worked for 15 years with the United States Department of Agriculture Forest Service, followed by several years as a staff member and consultant with other public-sector organizations working in environment and agricultural program design, management, and evaluation.
