Designing a Greenhouse Gas Offsets System for Canada

In May of 2003, the Government of Canada released a Key Elements paper, which provided a broad outline of what an offsets system might look like and noted key design issues. In June of 2003, the Government distributed a Discussion Paper offering a more detailed discussion of the key design elements of an offset system. This Discussion Paper provided the basis for cross-country consultations that were held during the third and fourth weeks of June 2003.
