What is the Opportunities Envelope?

In August 2003, the Government of Canada announced several new measures to enhance Canada's efforts to reduce GHG emissions. A $160 million Opportunities Envelope (OE) was part of the August announcement.

The OE has been allocated $160 million over a three year period (2004-05 to 2006-07).

Provinces and Territories may propose projects or programs from any sector of the economy provided the proposals demonstrate the ability to achieve GHG emissions reductions that are incremental to other federal and provincial initiatives. A key determinant of whether Provincial and Territorial proposals will be eligible for OE funding will be the cost-effectiveness of the GHG reductions attributable to the proposed initiatives.
