Information on the NGO Project Facility (NPF) and the Environment and Sustainable Development Program (ESPD)

The Projects and Innovation Section targets short-term projects carried out by Canadian Non-Governmental Organizations (NGOs) and Membership and Specialized Organizations (MSOs). The Unit heads four programs: the NGO Project Facility (NPF), the Environment and Sustainable Development Program (ESPD), the Canada Climate Change Development Fund (CCCDF) and the Innovation Fund.
Created in 1995, the NGO Project Facility (NPF) supports capacity-building projects developed by small and medium-sized Canadian NGOs aimed at helping their partners in developing countries in their efforts to reduce poverty.
The Environment and Sustainable Development Program (ESPD) was established in 1992, following the United Nations Conference on Environment and Development in Rio de Janeiro. Its objective is to help Canadian NGOs form partnerships with counterpart organizations in developing countries in order to implement sustainable development projects that focus on environmental conservation and protection.
-- No funding available at this time -- The Canada Climate Change Development Fund (CCCDF) was created in July 2000. Its goal is to promote the objectives of the United Nations Framework Convention on Climate Change and the Kyoto Protocol. The Fund supports activities in developing countries aimed at reducing the causes and effects of climate change, while contributing to sustainable development and poverty reduction.
The Innovation Fund supports short-term projects undertaken by organizations to bring forward new and innovative projects in: basic education, governance, health, private sector development and the environment.
In February 2005, CIDA deferred the call for proposals for 2005-06 for the NGO Project Facility (NPF) and the Environment and Sustainable Development Program (ESDP) while these programs were being evaluated. The results of this evaluation, which were published on CIDA's Web site on June 28, 2005, conclude that changes must be made for both the NPF and ESDP and that retaining the status quo is not an option. As a result, project proposals are not being accepted under these mechanisms until further notice.
