Illegal digital satellite or direct-to-home TV systems - What is the Issue?

In Canada, foreign digital satellite or direct-to-home (DTH) television systems, such as those US systems commonly available in the National Capital Region, are being sold. This is illegal under the Radiocommunication Act. In addition, access cards (an additional security feature on some systems) are being hacked or pirated, enabling a person to use their system to decode scrambled programming without paying for it.
