Amendments have been made to the Weights and Measures Regulations. These amendments mainly relate to the Weights and Measures activities. However, amendments to Sections 54(4), 56 and 56.1; as well to Part XIX and XX to Schedule IV, address also proposed changes to local standard requirements used in application of the Electricity and Gas Inspection Act and its Regulations.

The revisions and additions can be categorized into two distinct groups. The first group is administrative in nature and includes the correction of typographical errors, the modification or revocation of outdated requirements, the clarification of some general provisions, and the introduction of definitions to facilitate understanding.

The second group of amendments involves changes or additions to the Regulations that have the effect of relaxing certain requirements, recognizing existing practices or harmonizing Canadian requirements with those of the United States. These changes include:

  • exempting devices that are used exclusively to weigh or measure standard quantity commodities from the requirement for approval and inspection;
  • establishing marking requirements for devices that are used exclusively to weigh or measure standard quantity commodities;
  • establishing net quantity requirements and margins of error for baler twine;
  • establishing calibration periods and tolerances for certain local standards;
  • eliminating the requirement that a secondary indicator be of an approved type;
  • increasing the acceptable margins of error for the repeatability testing of volumetric meters; and
  • allowing the piping on the downstream side of a meter to be concealed and/or interconnected in certain cases.

The official text of the amendments to the Weights and Measures Regulations was published on pages 2314 to 2326 of Part II of the Canada Gazette volume 139, number 21 on October 19, 2005. It is available on the Gazette web site at pages 64 to 76 of the PDF version .

The new amendments will be integrated into the Weights and Measures Regulations, which are available on the Justice Canada Web site. Please update your documentation accordingly.
