1.    The purpose of this bulletin is to clarify the policy regarding initial inspections of point of sale (POS) scale systems. Subject to section 2 below, due to the installation sensitive nature of these systems, initial inspections shall be performed following installation, as provided by subsection 28(2) of the Weights and Measures Regulations.

2.    When the efficient delivery of on-site initial inspections is hindered, due to the remote location of the installation, the availability of inspection staff and/or the cost ineffectiveness for the parties involved, POS scale systems may be inspected prior to final installation, before being sold, leased or otherwise disposed of, as provided by subsection 28(1) of the Weights and Measures Regulations.

3.    For the purpose of this bulletin, remote is defined as a distance greater than 200 kilometres from the nearest Measurement Canada district or area office. Remote locations also include locations that are not accessible by motor vehicle.

4.    In cases where factory initial inspections are performed, the test location for the inspection shall include means to verify the POS scale in a manner simulating actual installation (sturdy tables, support brackets or mock countertops).

5.    The secondary component (cash register or computer) with which the POS scale will be installed shall be available for testing. If the POS scale is used with various secondary components, a compatible model which facilitates the testing of all metrologically significant features and communication capabilities is acceptable.

6.    Provisions shall be made to inspect at the time of the factory initial inspection, and when requested by the company, additional POS scales to be used as "loaner" units. These will be employed when previously inspected compatible POS scales have been temporarily removed for the purpose of repair. The "loaner" unit shall be clearly marked as such and shall indicate the name of the service company to which it belongs. The company that installs the "loaner" unit shall test the device with appropriate standards and seal the device accordingly. The installation must be reported to Measurement Canada within 5 days of the installation.
