1.0 Purpose

The purpose of this bulletin is to indicate when a secondary indicator is required for vehicle scale installations and to specify the requirements for such an indicator.


2.0 Legislation

Section 59 of the Specifications Relating to Non-Automatic Weighing Devices (1998) states “a weighing device that is used for direct sales to the public shall be positioned so that all indications relating to the measurement and the transaction may be easily read and the weighing operation may be observed from the normal location of the customer”.

Section 18(a) of the Specifications Relating to Non-Automatic Weighing Devices (1998), requires exact agreement between indicated or recorded digital weight values produced by electronic elements.


3.0 Definitions

Secondary indicator:
An indicator that has no metrological functions and is used to replicate the display of the primary indicator.

Direct sales to the public:
The Gage Canadian Dictionary defines “the public” as: “the people in general; all the people”. The term “direct sales to the public” therefore means any transaction where both parties (trader and customer) to the transaction, or their agents, are present.


4.0 Policy

Since November 1, 2002, initial inspections of new or altered vehicle scale installations, (not including the initial inspection of a replacement indicator for an existing installation) are subject to the following:

4.1 A secondary indicator is required when the vehicle driver is unable to view the primary indicator from the vehicle and is not permitted to leave the vehicle.

4.2 For vehicle scale installations requiring secondary indication that are used in both directions of travel, a means of viewing the secondary indicator in the correct format shall be provided for both directions of travel.

NOTE: Rear view mirrors are not an adequate means of viewing the secondary indication if the numbers reflected would be reversed, resulting in the possibility of an erroneous reading. Specialized mirror image displays may be acceptable.

4.3 Vehicle scale installations do not require a means of secondary indication when the normal business practice does not have both buyer and seller (or representative) present for the transaction.

4.4 Subject to section 4.1, a secondary indicator is not required if the distance between the primary indicator and the nearest point of the weighbridge is less than one-half the length of the weighbridge.


5.0 Requirements

Although the secondary indicator need not be approved, it must have the following features:

5.1 The weight indication must be free-floating;

5.2 It must be able to indicate zero and either indicate a negative sign or blank when the weight indication is behind zero;

5.3 It must blank when a weight indication greater than 105 percent of capacity is registered;

5.4 It must indicate the unit of measurement;

NOTE: A sign adjacent to the secondary indicator is sufficient when there is only one unit of measurement. If there is a unit (e.g. lb/kg) switch on the primary indicator, the secondary indicator must indicate the unit being used or the switch must be disabled.

5.5 It must indicate the weighing mode (gross, net or tare);

NOTE: If the primary indicator is equipped with an automatic means for printing gross, net and tare weights and a copy of the printed transaction is provided to the vehicle operator, then the secondary indicator does not have to indicate the weighing mode.

5.6 It must be marked with Max and d; and

5.7 It must agree exactly with the primary indicator.


6.0 Inspection of Secondary Indicators

The installation or the replacement of an unapproved secondary indicator does not require an inspection. A report, as required by section 41 of the Weights and Measures Regulations, must however be sent to the nearest Measurement Canada office within 5 days.

The installation or the replacement of an approved indicator, the functions of which have all been disabled/removed to serve as a secondary indicator, does not require an inspection. In such a case the indicator ceases to be of an approved type, must not be marked with an approval number or inspection mark and is simply used to indicate the weight information received from the primary indicator. A report, as required by section 41 of the Weights and Measures Regulations, must be sent to the nearest Measurement Canada office within 5 days.


7.0 Revisions

The purpose of this revision is to:

a) re-order section 4.0 to clarify the requirements; and

b) re-word section 4.4, previously section 4.2.

c) re-word section 6.0
