1.0 Purpose
The bulletin is intended to provide acceptable options for the use of retail motor fuel dispensers which are not capable of calculating total prices when the unit price exceeds $ 0.99.
2.0 Scope
This bulletin is applicable to dispensers in remote area or those in low volume seasonal use.
3.0 Background
The rising cost of gasoline and diesel fuel has created computing limitations for dispensers measuring product by the gallon and in some cases by the litre. These dispensers are usually located in outlets that, in many cases, are low volume dealers who are the only retailers providing a service in remote areas or only providing a service to the vacationing public. The cost of installing registers with higher computing capacity could lead to the closing down of many of these outlets, and this loss of service in remote areas is difficult to justify.
4.0 Policy
A retailer who has dispensers incapable of computing at the current price must use one of the following options.
4.1 If the dispenser was set up to compute by the gallon, the following policy applies:
4.1.1 Set the unit price at any amount (e.g. half gallon or one tenth of a gallon) and install a readily visible sign near the registration of the dispensers to notify the consumer that the unit price and the total price are multiplied by two or ten, if you take the previous example; or
4.1.2 Cover up the price per gallon and total price indicators on the dispensers and use the dispensers as volume indicating devices only. In this case, the means of covering should be of a permanent nature, but tape may be used as a temporary solution if it is applied to the reverse of the face-plate. The words "total price" and "price per gallon" must also be obliterated on both sides of the dispenser.
4.2 If the dispenser was set up to compute by the litre and exceeds its pricing capability, the only option permitted is to cover up the price per litre and total price indicators on the dispenser and use the dispenser as a volume indicating device only.
The means of covering should be of a permanent nature, but tape may be used as a temporary solution if it is applied to the reverse of the face-plate. The words "total price" and "price per litre" must also be removed or hidden on both sides of the dispenser.
5.0 Revision
The purpose of this revision is to include fuel dispensers that measure on the basis of the litre and that are designed to calculate a total price when the unit price does not exceeds 99.9 cents per litre or .999 dollars per litre.
