1.    The purpose of this bulletin is to provide policy respecting the calibration and certification of industry owned volumetric test equipment that is intended to be used by Measurement Canada inspectors to certify measuring machines. This policy applies to pipe provers, small volume pipe provers, gravimetric provers, master meters and similar equipment, but does not apply to narrow neck open provers for which design requirements currently exist.

2.    For the past few years, private industry has requested that Measurement Canada calibrate and certify test equipment for use as standards. The design and method of installation and use of some of this equipment is relatively complex and there are no guidelines or specifications to assist an inspector in assessing this test equipment.

3.    Measurement Canada must ensure that standards used by the inspectors in the course of their duties are reliable, precise and suitable for their intended purpose.

4.    Consequently, any new equipment submitted by industry for calibration as a standard and intended to be used by inspectors to certify measuring machines must first be examined and authorized by the Engineering Directorate of Measurement Canada.

5.    If no problem related to the design, performance and use has been experienced, previously accepted and certified equipment may continue to be used by the inspectors. On request, this equipment may be recalibrated and certified.

6.    A person wishing to have equipment authorized as a standard must provide the Engineering Directorate with the following information and documentation:

6.1    detailed blue prints and complete technical information regarding the equipment;

6.2    operating and maintenance procedures;

6.3    intended use of the equipment;

6.4    test data relating to the use of this equipment; and

6.5    any other information that may be requested by the Engineering Directorate.

7.    The Engineering Division may also request the applicant to perform additional testing on the equipment to complete the evaluation.

8.    Only after the Engineering Directorate has authorized the equipment as a standard, will the equipment be certified by an inspector. If needed, calibration procedures and instructions for use of the standard will be provided by the Engineering Directorate.
