V-09 (rev. 1) Inspection of Gasoline and Diesel Fuel Dispensers at the Manufacturer's Premises
Date: 1995-03-31 1. The purpose of this bulletin is to announce new inspection procedures for the inspection of gasoline and diesel fuel dispensers at the manufacturer's premises. 2. In 1988, as a result of a study in conjunction with the Canadian Petroleum Equipment Association, it was decided that fuel dispensers initially inspected in the factory would be set to +50 millilitres above the nominal delivery. 3. Presently, most manufacturers are calibrating on ISO 9001 or similar quality assured production lines to within ±30 millilitres. Furthermore, in most cases, petroleum companies are requesting that dispensers be re-calibrated as close to zero as possible at the time of installation. For these reasons, Measurement Canada will no longer require the setting of dispensers to +50 millilitres. 4. In addition to reconsidering the +50 millilitre policy, Measurement Canada has also reviewed the practice of applying the in-service limit of error of ±100 millilitres, to dispensers that are initially inspected in the factory. Normally, acceptance limits of error of ±50 millilitres should apply to initial inspections. The definition for "controlled conditions" required in order to apply acceptance limits of error is presently being revised. 5. Effective April 1, 1995, dispensers found to be outside the ±50 millilitres tolerance when initially inspected, must be adjusted as close as possible to zero, within one third of the applicable tolerance (±20 millilitres). The one third range is recommended by the International Organization of Legal Metrology (OIML) when targeting zero. 6. For additional information, please communicate with:
