1.0 Purpose

The purpose of this bulletin is to disallow the use of automatic temperature compensation (ATC) with products outside of those listed in section 5.

Previously, the purpose of this bulletin was to outline the process that a company must follow in order to employ volume correction factors (VCFs) for chemicals for which there are no VCF tables specified by recognized sources such as the American Petroleum Institute (API) or the American Society for Testing Materials (ASTM).


2.0 Scope

This bulletin is applicable to all non petroleum products, not listed in bulletin V-10, V-12 and V-13.


3.0 Background

In the early period of the 1990s, Measurement Canada permitted some non-petroleum based products to be automatically corrected to reference conditions. This was done for products as listed in bulletin V-10, V-12 and V-13. When requested to allow further products to be sold on a temperature corrected basis, it was determined that section 236 of the Weights and Measures Regulations only allows a device to register in terms of volume corrected to reference conditions, when a specification has been developed by the Minister. Accordingly, section 4 of SVM 2 allows for the net registration of liquid petroleum products, liquified petroleum gases, butane and natural gas liquids. Currently, no other specifications have been developed to allow for net registration of any other products.


4.0 Definitions

All words and expressions used have the same meaning as in the regulations.


5.0 Policy

Measurement Canada does not recognize or condone the use of automatic temperature compensation (ATC) for any products other than liquid petroleum products, liquified petroleum gases, butane, natural gas liquids and those products listed in bulletins V-10, V-12 and V-13.

The use of ATC for the products listed in bulletins V-10, V-12 and V-13 will be reviewed on a periodic basis to determine if the practice of temperature correction should be continued. Interested parties will be given the opportunity to provide comments when such decisions are being considered.


6.0 Revisions

Revision 1 was issued to disallow the proliferation of the use of ATC to products outside of those listed in section 5.
