Electricity sub-metering trade sector review questionnaire
Background Measurement Canada mandate is to ensure the integrity and accuracy of trade measurement in Canada through the administration and enforcement of the Weights and Measures Act and the Electricity and Gas Inspection Act. Measurement Canada has sole jurisdiction with respect to the administration and enforcement of the statutes which regulate trade measurement. During the Electricity Trade Sector Review performed by Measurement Canada in 2002 the commercial submetering stakeholders asked for a review of the requirement for their sub-sector. Measurement Canada accepted and said that its decision on any possible change will be reserved until the requirements review has been completed. Some submetering stakeholders wondered if submetering situations really constitute trade as the electricity bill is simply being apportioned without additional 'profit' and meters were just added to improve equity. Measurement Canada needs to gather sufficient data to assess the situation. This review is also needed since we suspect that an unknown large and growing number of submetering contractors are unaware of their responsibilities and rights and that submetering compliance rates may be lower as well that measurement infractions may occur in areas such as meter record keeping, verification and reverification. Measurement Canada staff is currently meeting with many Owners and Customers from all the country to collect additional sub-metering data that will be used to take the decisions. Purpose of the review To review the legal, technical and performance requirements and to determine to what extent is Measurement Canada involvement needed in the commercial electricity submetering. Scope of the review The scope of the review is the electricity submetering requirements in the
commercial marketplace only and not in the residential marketplace.
