1.0 Scope

1.1 These specifications apply to oil intended for use as a sealant in a bell prover used as a measuring apparatus for applications under the Electricity and Gas Inspection Act.

1.2 These specifications supersede the requirements specified in clause 4.5 of section 1 of Legal Metrology Branch publication LMB-EG-13: Specifications and Procedures for the Calibration, Certification and Use of Gas Measuring Apparatus, dated 1989-05-29.


2.0 Authority

These specifications are issued under the authority of subsection 8(1) of the Electricity and Gas Inspection Regulations as conditions of validity for any bell prover calibration certificate issued in accordance with subsection 8(2) of these same regulations.


3.0 Referenced Publications

3.1 American Society for Testing Materials (ASTM), D 445 - 03: Standard Test Method for Kinematic Viscosity of Transparent and Opaque Liquids (and the Calculation of Dynamic Viscosity).

3.2 American Society for Testing Materials (ASTM), D 1298 - 99£2: Standard Test Method for Density, Relative Density (Specific Gravity), or API Gravity of Crude Petroleum and Liquid Petroleum Products by Hydrometer Method.

3.3 American Society for Testing Materials (ASTM), D 4052 - 96(Reapproved 2002)£1: Standard Test Method for Density and Relative Density of Liquids by Digital Density Meter.


4.0 Oil Properties

4.1 The properties of sealant oil for use in bell provers shall meet the following requirements:

0.82-0.86 @ 15 °C

4.2 Sealant oil properties shall be determined prior to initial use and on an annual basis thereafter by arranging for a qualified laboratory to test a representative sample in accordance with the latest edition of the following standard test methods, or with previous editions thereof if the latest edition does not contain substantive changes:

4.3 Failure of the sealant oil to meet the requirements of these specifications invalidates the Measurement Canada calibration certificate issued for the corresponding bell prover, until such time as the prover’s sealant oil properties are brought into compliance with these specifications.


5.0 Owner's Responsibilities

5.1 The owner of a bell prover shall be responsible for ensuring that the sealant oil used in the prover meets the requirements of these specifications on a continuing basis.

5.2 The owner shall be responsible for producing objective evidence of a bell prover sealant oil's compliance with the requirements of these specifications, upon request by Measurement Canada.


6.0 Revision

6.1 The purpose of revision 1 was to remove the sealant oil colour property requirement, and to make minor changes to the text.

6.2 The purpose of revision 2 was to authorize the use of ASTM Standard Test Method D 4052, and the qualified use of previous editions of ASTM test methods identified in subsection 4.2, and to make minor changes to the text.
