Graduation from a veterinary school accredited or approved by the Canadian Veterinary Medical Association (CVMA) or graduation from another veterinary school and holding a Certificate of Qualification (Parts A, B & C) granted by the National Examining Board of the Canadian Veterinary Medical Association.

Experience

Significant experience in aquatic animal health (regulatory or non-regulatory).

Experience in the design and/or delivery of an aquatic animal health program (regulatory or non-regulatory).

Experience in working with industry, aquatic industry groups and provincial/national associations.

Experience in liaison with federal or provincial/territorial government departments and other national associations.

Work Environment

Job location is within the Animal Products Directorate, Aquatic Animal Health Division, Disease Control/Contingency Planning Section.

Challenge

Directs the design and delivery of the disease control/contingency planning
components of the national aquatic animal health program; project manages and participates in activities associated with the design, development and evaluation of new aquatic animal health regulations, policies, directives and manuals; initiates and authorizes regulatory changes that support the mandate of the agency; develops and implements work plans, goals, objectives and strategies for the design and delivery of the agency’s national aquatic animal disease control/contingency Planning Program zoosanitary activities; coordinates, integrates, negotiates and consults on the design and delivery of the program within the agency, with other federal and provincial/territorial government departments/agencies, international standard setting bodies and governments, academia, regulated stakeholders and the public as they relate to aquatic animal health; directs and manages the development of the agency’s national aquatic animal disease control/contingency planning program’s policy and science-based standards, regulations and compliance activities; implements audit protocols to ensure the regulated aquatic animal industry and inspection activities meet national program policies, standards, and regulations and adjusts the program to meet objectives; directs the in-depth evaluation of scientific safety, efficacy and environmental and research data; provides scientific technical and policy advice, recommendations and interpretation of standards, regulations and legislation, to agency personnel, other federal departments and agencies, provincial governments, industry stakeholders, consumer groups, other national and international bodies, the media, agency executive, the president and the minister; assesses research needs, identifies opportunities and assists in the negotiation of collaborative research agreements; leads in the development, maintenance and evaluation of disease preparedness and response measures and assumes an appropriate assigned role in the emergency response team during disease outbreaks; represents Canadian Food Inspection Agency (CFIA) in and leads national committees and working groups involved in bilateral and multilateral consultations and negotiations in relation to Canadian aquatic animal zoosanitary policies and programs; directs the development of memorandum to cabinet, Treasury Board submissions, briefing notes, policy directives, communication materials etc., for internal and external use; provides guidance in the design and delivery of relevant training to CFIA personnel. NB: The incumbent is designated as a veterinary inspector and as an Inspector under the Health of Animals Act and as an inspector under the Fish Inspection Act.
