Guidelines


Authority to Recruit and Appoint

  • Departments are delegated to recruit, select and appoint Co-op and Internship students.


Values in Student Recruitment

  • In accordance with the Student Employment Programs Regulations, the Co-op/Internship student hired must possess the competencies required for the work to be performed.
  • The value of fairness suggests, and it is the PSC's expectation that, the candidate who is the right-fit be hired, despite Co-op/Internship placements being exempted from the PSEA.
  • The selection and hiring of Co-op and Internship students must be in accordance with all the staffing values, including equity of access, transparency, non-partisanship and representativeness.
  • All Co-op and Internship appointments must be a result of an advertised external appointment process.


Eligibility

  • The Co-op and Internship program is available only to post-secondary students who are enrolled in a co-operative education or internship program where work experience is a mandatory requirement for graduation.
  • Students must satisfy the definition of a student, as established by the TBS.
  • Only students enrolled in PSC approved Co-op/Internship programs can be recruited to work in the Federal Public Service under this particular student program.


Programs Approval

  • The Public Service Commission approves and publishes a list of recognized academic institutions and programs offering Co-op/Internship programs.
  • Approved programs are listed on the PSC Web site under "Approved Programs".
  • If you do not see the co-op or internship program that you wish to recruit from, you must inform the institution to contact the PSC to have their program approved before advertising your opportunity. Please click here for the program approval process.


Area of Selection

  • Area of selection can be defined either geographically (such as, students in the Region X enrolled in PSC approved Co-op/Internship programs) or organizationally (such as, Co-op/Internship students enrolled at Universities X or Y).
  • A reasonable pool of candidates must be identified to enable departments to choose from a sufficient selection of students and to ensure that Canadian citizens are given preference.
  • If a sufficient pool of students cannot be identified, it is expected that departments/agencies will approach additional institutions offering a given program.


Citizenship

  • Students employed under a TBS-recognized student employment program, such as Co-op/Internship, are exempted from the PSEA, with the exception of section 31, which deals with citizenship.
  • Selection can be restricted to Canadian citizens where there is a sufficient pool to draw from; and preference in appointment must be accorded to Canadian citizens.
  • If a sufficient pool of students cannot be identified, it is expected that departments/agencies will approach additional institutions offering a given program.


Mandatory Learning Plan

  • In accordance with the TBS Student Employment Policy Section 5.2(b), "managers must develop a structured learning plan defining what the student should accomplish (see Appendix B and Appendix C for model learning plans) or use the generic plan provided by the academic institution, combined with a description of the specific assignment".


Re-employment Situations

1) Into another Co-op or Internship Placement:

  • Re-employment of a Co-op or Internship student may occur when the additional work term is required as a condition of graduation.
  • Co-op and Internship students may be re-employed into the same or similar position by the department/agency for an additional work placement, with prior approval by the student's academic institution.
  • The student must continue to meet the definition of a student as set out by TBS.
  • It is also possible for a Co-op or Internship student to be re-employed by another department/agency into the identical or similar position as his or her initial Co-op or Internship placement.

2) Into an FSWEP Position:

  • Co-op and Internship students may be re-employed into an FSWEP position following their initial Co-op or Internship placement.
  • Departments/agencies must submit a Request for Re-Employment to their local PSC district/regional office, with the following completed documentation: a copy of the Letter of Agreement between the department/agency and the student's academic institution (or equivalent) and a copy of the most recent Letter of Offer between the department/agency and the student.
  • Students must have an active application in the FSWEP general inventory prior to the re-employment request.
  • Students can submit their FSWEP applications online via the jobs.gc.ca web site.


Bridging Mechanism

  • Student bridging can only be employed in instances where a student placement resulted from the Co-op/Internship Program, Federal Student Work Experience Program (FSWEP), Research Affiliate Program (RAP) or PSC-approved reciprocity agreements with non-PSEA federal employers.
  • Student bridging cannot be used in relation to casual or contractual arrangements involving students.

1) Bridging, using an advertised internal appointment process:

  • Permits students to apply in an advertised internal appointment process when the following conditions apply:
    • persons appointed within Student Employment Programs are specifically included in the area of selection determined for the advertised internal appointment process being held;
    • he/she meets the other criteria of the area of selection; and
    • he/she is able to demonstrate that he/she is capable of completing the post-secondary program or vocational training program in which he/she was registered at the time of his/her most recent appointment within the Student Employment Programs, within the time frame indicated on the advertisement.

2) Bridging, using a non-advertised external appointment process:

Deputy Heads may build into their non-advertised appointment frameworks a provision for students to be integrated into their workforce.

To be eligible for bridging, the students must have successfully completed their post-secondary education program or vocational training program in the 18-month period proceeding the date of the without-competition appointment. As a general rule, students should be bridged to jobs requiring similar competencies to those acquired or displayed in their work assignments.
