Program Description

  • To assist unemployed individuals prepare for, obtain and maintain employment by providing them with services such as employment counselling, job search techniques, job placement and labour market information. This measure focuses on measuring positive results and outcomes achieved by clients. It is available to all unemployed Canadians regardless of whether they have had an Employment Insurance claim.

How does it work?

Duration

  • Projects are normally approved for up to 52 weeks.
  • Renewals are made on the basis of performance and results achieved.

Financial Parameters

  • Funding may be provided to cover eligible costs such as overhead, wages, employment related costs and eligible expenses;
  • Funding may be provided for capital costs to a maximum of $1 million per year;
  • All such costs must be essential to the achievement of the project objectives;
  • Sponsors apply for contribution agreement funding. If approved they may be reimbursed for eligible expenses for centres which offer self service employment resources, needs assessment employment counselling and case management.

Who can apply?

  • Potential eligible sponsors are businesses, organizations, individuals, public health and educational institutions, municipal governments and band/tribal councils; and
  • Provincial government departments and agencies are eligible to receive funding and act as coordinators of activities if specified in a federal-provincial/territorial agreement or Memorandum of Understanding, or specifically approved by the Minister of Service Canada.
  • Organizations must submit an application of appropriate schedules to their Service Canada Centres for consideration.

Labour Market Development Agreements

  • Human Resources and Skills Development Canada (HRSDC) has entered into agreements with most provinces and territories to define how the Benefits and Measures would be delivered in each region.
  • As a result, in New Brunswick , Quebec , Manitoba , Saskatchewan , Alberta , the Northwest Territories and Nunavut , programs similar to the Employment Benefits and Support Measures are delivered by the provincial or territorial government pursuant to agreements under Section 63 of the Employment Insurance Act.
  • Service Canada (SC) delivers the Employment Benefits and Support Measures in Newfoundland and Labrador, Nova Scotia, Prince Edward Island, Ontario, British Columbia, and the Yukon. Contact the Service Canada Centre nearest you.
