Industrial and Commercial Products and Standardization Services Sector

The Industrial and Commercial Products and Standardization Services (ICPSS) Sector of Public Works and Government Services Canada (PWGSC) buys products and services that are essential to the daily operations of client departments.

ICPSS buys goods ranging from clothing to food to prefabricated buildings, and services such as travel and overseas shipping, and others related to communication. ICPSS is also responsible for contracting activities related to real property services, architectural and engineering services and construction and maintenance services in the National Capital area. Purchasing is done by six directorates.

As well, within ICPSS there is the Canadian General Standards Board (CGSB) which develops standards and offers a wide range of related services to meet government needs. The Business Development and Operations Directorate provides program and administrative support to the Sector's line directorates.

Alternative Forms of Delivery Contracting Services Directorate

The Alternative Forms of Delivery (AFD) Contracting Services Directorate is responsible for the contracting out of Real Property Management Services (Property Management and Facility Services) on behalf of PWGSC's Real Property Services Branch and is the centre of expertise within the department for the contracting out of Real Property Management Services for PWGSC and various other government departments. top

Commercial and Consumer Products Directorate

The Commercial and Consumer Products Directorate (CCPD) buys:
  • medical supplies, drugs, surgical dressings, hospital furniture and equipment;
  • agriculture and fishery products including forage, feed and fertilizers, live animals, seeds and nursery stock;
  • meats, vegetables, dairy products, field ration packs and dietary foods;
  • laboratory and scientific/photographic equipment;
  • clothing and textiles;
  • furniture;
  • cosmetics and toiletries;
  • a wide range of commercial services (other than professional and printing services), such as equipment repairs, office moves, linen rental and laundering;
  • a full range of office supplies and stationery including electronic and data processing supplies; and
  • goods requirements for National Capital area clients.
CCPD also provides design advice for furniture, as well as clothing, textiles, accessories and related equipment. top

Communication Procurement Directorate (CPD)

The Communication Procurement Directorate (CPD) focuses on communication procurement services that may be complex in nature and/or of high dollar value. The Directorate also manages the Photocopying Licence Program which allows government employees to photocopy copyright-protected documents. In addition, the CPD is responsible for the Print Supply Chain, a project that manages the final steps of the privatization of the St. Joseph Print Group Inc. (formerly known as Canada Communication Group) for a smooth transition to a new competitive business model.

CPD also offers clients services that include strategic advice, project management and the development of communication supply tools.

CPD offers procurement services in the following business lines:
  • printing and print-related activities;
  • communications;
  • public opinion research;
  • audio-visual and multimedia; and
  • sponsorship and advertising.

Logistics, Electrical, Fuel and Transportation Directorate

The Logistics, Electrical, Fuel and Transportation Directorate (LEFTD) buys:
  • woodworking and metalworking machinery, metal bars, sheets and shapes;
  • refrigeration, air conditioning and air circulating equipment;
  • measuring and testing instruments;
  • fibre optic materials, components, assemblies and accessories;
  • prefabricated structures, buildings and scaffolding;
  • electric wire, power and distribution equipment, lighting accessories;
  • generators, batteries, hand pumps and valves;
  • plumbing, heating and sanitation equipment;
  • communication equipment (includes audio and video equipment);
  • electrical and electronic equipment components;
  • rope, cable, chain and fittings;
  • firefighting, rescue, safety and security equipment;
  • water purification and sewage treatment equipment;
  • hardware and abrasives;
  • shelving;
  • household and commercial utility containers;
  • cleaning equipment and supplies, paints, sealants and adhesives;
  • special and standard vehicles such as automobiles, trucks and fire engines;
  • vehicle engineering services;
  • Technical Investigation and Engineering Services (TIES);
  • tires and tubes;
  • compressed gases;
  • mobile equipment;
  • petroleum products including marine and aviation fuels, heating fuel, diesel fuel, automotive gasoline, oils and lubricants;
  • logistics support services (repair and overhaul) and spares; and
  • vehicle projects including National Defence military pattern truck fleet purchases.
LEFTD uses bulk procurement methods for some of its commodities. This involves consolidating similar requirements in bulk federal government solicitations. top

Traffic Management Directorate

The Traffic Management Directorate (TMD) is responsible for the government's traffic services. Among its activities TMD:
  • negotiates hotel and car rental rates for government business travellers;
  • manages the provision of a centralized government travel service to employees of federal departments and agencies;
  • provides advice, assistance and direction to departments and agencies shipping and receiving a variety of goods;
  • audits and pays freight accounts on behalf of client departments;
  • contracts for transportation and related services and provides advice to PWGSC headquarters and regional offices on all transportation matters;
  • procures and manages overseas transportation services (air and ocean) for client departments; and
  • manages the provision of a Government Travel Card for federal government employees. top

Real Property Contracting Directorate

The Real Property Contracting Directorate (RPCD) is responsible for contracting activities related to real property services, architectural and engineering services, and construction and maintenance services in the National Capital area. RPCD's main client, Real Property Services Branch (RPSB), PWGSC, is one of the largest users of private sector design, maintenance and construction services in Canada. RPCD contracts for:

    Architectural and Engineering Consultant Services:
  • professional and technical services: planning, design, and related services during construction for buildings, marine structures, airports/airfields and highways;
  • specialized services: environmental services, electronic imaging, communication engineering, building automation, heritage restoration, and hydrographic surveys; and
  • other related consulting services.
    Construction and Maintenance Services:
  • new works, renovations, repairs, restoration, alterations, demolition;
  • general cleaning, window washing, grounds maintenance, snow plowing;
  • asbestos removal, waste disposal, signage; and
  • other related construction and maintenance services.

Canadian General Standards Board

The Canadian General Standards Board (CGSB) offers a variety of standardization services to meet government needs. These include development of standards and specifications, listings of qualified and certified products and services, quality system registration and distribution and sale of standards. These services cover commodities such as office furniture, paints, petroleum, textiles, hand tools, paper products, forms, office supplies and janitorial supplies. Business Development and Operations Directorate

The Business Development and Operations Directorate (BDOD) provides program and administrative support to the ICPSS line Directorates. Among its responsibilities are:
  • promoting and co-ordinating the Sector's commodity management activities;
  • supporting client and supplier relations activities;
  • managing the implementation of procurement and office automation technology to meet the business requirements of the Sector;
  • providing operational support and advice on administration, operational planning, procurement policy and contract quality assurance; and
  • ensuring that the training and development needs of the Sector are identified and addressed.

ICPSS Access

ICPSS Access is a central telephone and facsimile service for ICPSS' clients and suppliers with questions of a general nature on the Sector's procurement policies, projects or initiatives. It is also a referral service for those wanting information on a specific issue. ICPSS Access is a service of the Business Development and Operations Directorate.
